No, there isn't a 5-prompt minimum. If you look on the Bingo Card Generator you'll see that it has ways to make 3x3 cards which typically have 3-prompt bingos. Some people also like to bingo a postage-stamp format which is 4 prompts in a square.
This community as a whole is pretty much Anything Goes. Individual fests may set their own rules.
