This is a low-pressure, high-inspiration community. General rules are that you can make your fills however you want.
Individual hosts may have specific rules for their fests. I don't think I've seen anyone disqualify chapters though.
Also, December is Amnesty month so there's not even a new card. You can do whatever fills you want from any card ever. Of course, you can play any card any time here, but this month the fills don't even have to be from the same card. I'm going to count every 5 fills as a bingo.
