I don't have a policy, because I don't have a stance, because the issue is complex and key components point in different directions. I don't want to formalize something that is indeterminate and incomplete. If I ever build up enough data to resolve a reliable pattern, or if I find a policy that I like well enough to replicate, then I'll do so at that time. Otherwise I prefer not to make an official declaration.
I am more inclined to make a ruling on specific works. Frex, Schrodinger's Heroes is an open-source fandom. There have also been times when I've teamed up with someone else, either using something I've already created or making something new for a joint project. Narrowing the scope makes it much easier to decide how to handle it.
