Agreed! I would write the hell out of that. My favorite fests have been hc_bingo and cottoncandy_bingo. So far this community has favored month-long fests, but one with quarterly cycles could be cool -- I know a few that run for two or three months, have an amnesty period, and then refresh with some new prompts.
